Group sales question

I'm wondering how the group sales thing works. I bought 4 tickets to the eagles game next week from a guy on ebay. I paid about $60 dollars for the tickets which seemed by the location to be about what the tickets were worth face value. When I recieved the tickets they have a printed face value of $35. I know the guy's selling the tickets to make money, but do they get that big of a discount on group sales? How big of a group do you need to have to buy this way?

Minimum 20 seat purchase gets the $35.00 per seat price. Helps sell out the stadium so locals will see the game.

Same type seats cost STH's $49.00 per seat. If bought from Ticketmaster, they have a face of $59.00 plus $8.00 convience fee, plus $3.50 s/h.

So although the seller made a good profit, you didn't really spend any more than if you'd bought them from Ticketmaster.
